Export promotion should be based on climate protection

The federal government wants to align state export promotion more closely with climate protection. With new guidelines for export credit guarantees, innovations and climate-friendly technologies are to be stimulated and the export of “green” technologies abroad is to be promoted, as the Ministry of Economic Affairs announced in Berlin. At the same time, transactions for a so-called red category should no longer be secured by export credit guarantees. These include, for example, coal-fired power plants or oil production.
However, there should be an exception rule until the end of 2025 for projects to develop new gas projects. It has long been controversial whether the federal government should support the development of gas fields in Senegal.
According to the ministry, the guidelines have been agreed in the federal government and are now being consulted with business associations, trade unions and environmental groups.
With export credit guarantees as an instrument of state foreign trade promotion, companies can be protected against payment defaults caused by economic and political reasons. The guidelines now presented contain decision-making criteria for the assumption of export credit guarantees and, according to the ministry, “for the first time apply a climate policy benchmark”. The guidelines concern three sectors – energy, industry and transport.
