The launch will take place at the Centro de Eventos in Fortaleza, with the presence of the president Luiz Inacio Lula da Silva and the Minister of Education, Camilo Santana.
Data from the 4th Cycle of Monitoring the Goals of the National Education Plan (PNE) 2022 indicate that the percentage of full-time enrollments in the public network dropped from 17.6% in 2014 to 15.1% in 2021. The PNE Its goal is to provide full-time education in at least half of public schools, serving at least 25% of students.
According to the Presidency of the Republic, R$ 4 billion will be transferred to states and municipalities to expand full-time vacancies, that is, with a shift of more than seven hours a day.
Resources will be transferred taking into account the number of enrollments agreed between the Ministry of Education and state and municipal administrations, through the Integrated Monitoring, Execution and Control System (Simec).
The government program provides training for educators, curriculum guidelines, incentives for innovative projects and the creation of performance evaluation indicators.
In the afternoon, Lula will sign, in Crato (CE), a provisional measure (MP) that will enable the completion of more than 3,500 infrastructure works in schools that are stopped or unfinished.
The MP of the National Pact for the Resumption of Basic Education Works foresees an investment of almost BRL 4 billion in the period from 2023 to 2026. With the conclusion of the works, the government estimates the opening of approximately 450 thousand vacancies in public schools.
“One of the highlights of the national pact is the adoption of the correction of the values to be transferred by the Union to the entities by the National Construction Cost Index (INCC), an indicator that reflects with greater precision the oscillations in the civil construction area. Completeness (95.83%) of the works that are in a situation of paralyzed or unfinished had agreements signed between 2007 and 2016, the adoption of the measure makes the resumption possible, since the accumulated INCC can reach more than 200%, depending on the period “informs a note from the Presidency of the Republic.
